We encourage and actively seek applications from Indigenous, Black, racialized people, visible minorities, 2SLGBTQIA+ persons, all genders, and persons with disabilities.GBC VisionTo be a college renowned for its inclusion, excellence, relevance, impact, and leadership.Position Summary:Reporting to Sr. Strategic Sourcing and Contracts Manager, the Strategic Sourcing Specialist is responsible for supporting strategic leadership, oversight and direction in the development and execution of multiple, concurrent, complex (i.e. high dollar value, multi-faceted) capital projects (i.e. essential services) including major construction, infrastructure, Marketing and IT acquisitions.Key Responsibilities:
- Takes lead role in strategic sourcing of goods, services, IT, academic and construction projects by researching, developing, preparing and issuing bid documents with a focus on complex and high value procurements.
- Acts as lead facilitator to evaluation teams with respect to the evaluation and award process of bid submissions in the e-bidding platform Bonfire. Focus is on complex and high value procurements.
- Tracks contracts created in Bonfire Contract Management tool.
- Provides advice and solutions for the procurement of goods, services and projects.
- Creates and organizes the bidding documents which include Scope of Work, Specifications, Evaluation Criteria and associated Terms and Conditions.
- Lead RFX consensus meetings.
- Prepares and expedites contract negotiation, award letters and regret letters.
- Attends and participates in trade shows, purchasing courses and seminars, and liaises and networks with other procurement professionals to stay up to date on industry trends and legislation changes.
- Supports and develops negotiation strategies in collaboration with client business units to achieve optimum contract conditions (i.e. price discounts, terms, delivery methods).
- Supports the Manager with procurement planning, scheduling, coordinating, prioritizing and managing the procurement reporting across sector.
- Create Sourcing User Guides and Training Manual.
- Oversees the annual Fiscal Year end Sourcing and Procurement Activity Reporting and Analysis.
- Other duties as assigned.
Educational and Experience Requirements:
- Three-year diploma, degree, SCMAO (Supply Chain Management Association of Ontario) or equivalent from a recognized post-secondary institution related to Business.
- Completion of one course (e.g. Introduction to Public Purchasing, Purchasing and the Law, Competitive Bidding) or seminar offered by either the Ontario Public Buyers Association or the Supply Chain Management Association.
- Completion or progress of completion of Certified Supply Chain Management Professional (CSCMP) or acceptable equivalent combination of formal.
- Minimum eight (8) years of Public Sector Procurement experience leading multiple competitive bid events for a large multi-facility organization (preferably within a post-secondary institution).
- Solid experience in procurement/compliance strategies, and RFx bid evaluation.
- Working experience utilizing procurement and financial data to improve process efficiencies or cost savings for the client.
- Experienced and knowledgeable in, policy development, customer service leadership, consultation/advisement, project management, conflict resolution and risk assessment.
Skills and Attributes:
- Knowledge and application of Project and Risk Management Principles.
- Knowledge in the interpretation/application of legislation and regulatory requirements within the context of a BPS contractual framework (i.e. BPS Directives, Trade Agreements etc.).
- Strategic human resource management, communications, research, presentation, analytical and problem-solving skills.
- Comprehensive knowledge of eProcurement systems (e.g. Merx, Bonfire).
- Working knowledge of College ERP such as Banner Financial Information Systems, SAP and Millennium Web Requisition System.
- Proficiency in MS Office Suite – Excel, PowerPoint and Outlook.
- Excellent collaboration, teamwork, and interpersonal skills at a professional level.
- Able to travel for site visits, stakeholder meetings, supplier events, training/workshops, etc.
- Demonstrated commitment to uphold the College’s priorities on diversity and equity.
