If this sounds familiar, then this is the opportunity for you!Imagine this…You are part of an innovative and collaborative team that is responsible for many tasks, including providing policy development and analysis in the areas of Indigenous reconciliation and public participation in nuclear regulation; managing and leading consultations with Indigenous nations on complex nuclear projects; representing the CNSC in related interdepartmental policy development; developing and maintaining relationships and networks with Indigenous communities and nuclear host communities; and leading and managing CNSC participant and capacity funding programs. This team may have an opportunity for you!What you will do:As a Senior Policy or Program Officer, you will have a specialization in a core area, either in Indigenous consultation and engagement, Indigenous reconciliation policy writing, managing funding programs, and/ or managing and conducting public engagement arising from regulatory responsibilities associated with CNSC’s Indigenous Consultation, and Strategic Stakeholder Engagement programs.You will:Develop, modernize and implement cross-sectoral support on programs, policy development, projects, stakeholder engagement and related policies and cost sharing initiatives (examples: Indigenous Consultation, Strategic Stakeholder Engagement, CNSC Funding Programs);Represent the CNSC at Commission tribunal proceedings on project or program matters (related to environmental assessments, to licensing, or policies), and write the required Commission materials for submission to the tribunal either on Indigenous or public engagement matters, or on Indigenous policy initiatives;Participate in interdepartmental policy development relating to Indigenous issues, and lead in contract negotiations and memoranda inclusions with cost sharing partners;Develop and maintain relationships and networks with Indigenous communities, officials in other federal and provincial departments and agencies, and in the private sector, to advise on emerging issues and to share presentations and best practices;Prepare briefing notes, presentation materials, correspondence and written assessments of issues and reports from government and non-government sources;Provide analysis and advice to CNSC senior management, the President, and the Minister and/or Minister’s staff on various technical, regulatory, policy and operational issues related to the CNSC’s mandate.Essential Qualifications:Education:A university degree from a recognized post-secondary institution in social sciences or humanities, public administration, environmental studies, communications, public relations or applied science or a demonstrated combination of education, experience and job knowledgeLanguage Requirements:Various language profilesExperience:

  • Writing precise, clear, and timely reports, recommendations, speeches and/or briefing materials and developing presentations for senior management (within government at the DG, ADM DM level and/or Ministerial level)
  • Collaborating and coordinating with multi-disciplinary teams and experts
  • Collaborating and engaging within an organization and with external stakeholders, including Indigenous Nations and communities, government departments, international organizations, and Non-Governmental Organizations
  • Planning, reporting and risk management or experience in policy development and analysis or project management
  • Drawing meaning from various pieces of data, summarizing key findings, identifying implications, and providing strategic advice and recommendations

Knowledge of:

  • CNSC mandate, priorities, and position within the Government of Canada.
  • Key legislation and regulations governing CNSC activities and regulatory practices including Nuclear Safety and Control Act, Canadian Environmental Assessment Act, Impact Assessment Act, United Nations Declaration on the Rights of Indigenous Peoples Act, and other federal and provincial legislation and regulations to support public engagement and Indigenous consultation.
  • Government of Canada policy and guidelines relating to Indigenous consultation including Federal Interim guidelines on Indigenous consultation, the duty to consult, and legal rulings to determine impact on programs and consultation initiatives in collaboration with CNSC’s Legal team.
  • Government of Canada decision-making processes including machinery of government and Cabinet Committee System to prepare briefings and develop program policy and issue formal decisions.

  • Postgraduate education relevant to the role
  • Experience consulting with Indigenous Nations on major project initiatives that could impact rights
  • Experience writing and/or working on Government of Canada policy initiatives relating to Indigenous issues
  • Experience working under Treasury Board and financial policies in the administration of federal grants and contribution programs
  • Experience using communications’ principals, methods, and techniques including risk communication, to prepare and deliver effective presentations and briefings to targeted audiences, including public hearings.
