The Tribe does not have a reservation in the classic definition; rather, the Ponca Restoration Act defined its jurisdiction as a ‘Service Delivery Area’ comprised of 15 counties throughout parts of Nebraska, Iowa, and South Dakota. Within its Service Delivery Area, the Tribe offers a broad range of health, social, educational, and cultural services.The Case Manager Supervisor is responsible for the direct supervision of Case Managers and member advocates across the Ponca Tribe of Nebraska service areas. This position will oversee and support day to day operations, interactions, and assist Case Managers in meeting the needs of Tribal Members. This role will be responsible for staff performance tracking, training, and development. The position will aid in identification of service gaps to guide planning, development, and implementing human services programs and respond to emergency needs that are not being met by assigned staff for Tribal Members.Essential Responsibilities and Duties: * Promote Tribal and cultural heritage while supporting the mission, vision, and strategic goals and objectives of the Human Services program.

  • Foster a team environment that focuses on relationship development, promotes services, builds trust, and encourages open communication between assigned staff, Tribal members, executive leadership, and Tribal government.
  • Maintain a current list of community resources that contribute to self-sufficiency and sustainable lifestyles and develop partnerships with these resources for all communities we serve.
  • Cooperate and Collaborate with Federal, State, local, and non-profit organizations, as well as Tribal Nations near our service areas.
  • Ensure assigned staff receive the training, guidance, and support needed to provide superior levels of advocacy, case management, community engagement and education services for Tribal members and clients.
  • Audit and monitor client and program files within approved software systems, ensuring assigned staff are providing real time, accurate, and complete information pertaining to intakes, referrals, home visits, meetings, hearings, appointments, and overall case management to ensure the health and well-being of clients.
  • Complete monthly reports outlining program goals, objectives, service plans, and achievements.
  • Partner with programs, committees, and boards, including, Ponca Health Services, Behavioral Health, Child Welfare, Tribal Court, ICWA, Elders and Youth Committees to create Memorandums of Understanding (MOUs) and/or Cooperative Agreements that will assist assigned staff in providing wraparound services, referrals and will support case management services to Tribal youth, elders, veterans, and families.
  • Participate in departmental planning, staff meetings, committee assignments, certification coursework and education events as directed.
  • Respond empathetically and be willing to assist Tribal members during an emergency or crisis.
  • Resolve disputes, grievances, disagreements, and advocate for fair and equitable treatment for Tribal members served by the Human Services Program.
  • Evaluates Human Services Program and makes recommendations to improve the quality of assistance and support provided to Tribal members.
  • Practice strict confidentiality in accordance with all applicable Ponca Tribe of Nebraska policies.
  • Routinely travel to assigned office location for each staff member to conduct 1:1 meeting(s), provide coaching and development opportunities, document performance management efforts, and to conduct in person training as needed.
  • Provide assistance to Tribal Court including participation in Tribal Court proceedings, completion of court reports, home studies/visits, and supervised visitation as mandated by the Court.
  • Coordinate reports and testimonies as directed by Local/State Courts in all service areas of the Ponca Tribe of Nebraska.
  • Monitors and maintains budget and ensures compliance with funding source for all assigned staff and programs.
  • Identifies and partners with leadership to identify additional grant funding opportunities to increase supportive services offered to Tribal members.
  • Implements, executes, and manages grant projects for supportive services offered to Tribal members.
  • Other duties as assigned.

Relationships and Authority:This position has supervisory authority over Human Services Case Managers, Elder and Veteran Advocates. This position works closely with other departments including Behavioral Health, Child Welfare, Youth Services, Domestic Violence, Workforce Development, Education, Health Services, Culture, ICWA Specialist, Ponca Tribe of Nebraska employees, as well as external organizations and agencies.Working Environment and Physical Demands:This position is in a professional office environment. This position requires frequent verbal and written communication including face-to-face, virtual, and telephone interactions. At times staff may be required to work with clients who are in crisis and must demonstrate empathy, understanding, respect, and advocacy while remaining calm in stressful situations.This role routinely uses standard office equipment such as computers, phones, printers, scanners, and photocopiers. This staff will sit, stand, bend, lift, and move intermittently during work hours. This position will be subject to potentially emotionally disturbing material as presented to staff, clients, and outside entities.Will be required to work outside normal business hours to include evenings and weekends.Extensive travel throughout the Ponca Service Delivery Area will be required and occasional travel outside of the Service Delivery Area.Qualifications:Minimum: * Bachelor’s degree in a human services or education related field, or an equivalent combination of experience and education.

  • Three years of experience in case management or advocacy.
  • Two years previous supervisory experience.
  • One year experience developing, assisting and utilizing community resources.
  • Computer proficiency in Microsoft Word, Excel, and PowerPoint programs.
  • Excellent written and oral communication skills.
  • Valid driver’s license and be insurable.
  • Must successfully pass drug and alcohol testing, motor vehicle, education, character, and criminal background** checks.
  • Able and willing to travel in and out of the Ponca Service Delivery Area.

Preferred: * Master’s degree in a human service-related field or equivalent combination of experience and education.

  • Four years of case management experience.
  • Three years of progressive leadership experience.
  • Experience working with Veteran Affairs and/or Department of Health & Human Services for eligibility of TANF, SNAP, Medicaid/Medicare, disability, and/or Social Security.
  • One year experience with state and/or tribal courts.
  • One year experience working with Native Americans or Native American organizations.
  • Knowledge and understanding of Public Law 93-638: Indian Self-Determination Act.

Preference will be given to Ponca Tribe of Nebraska members or members of a federally recognized tribe.
