Come work for Prince William County!About This Role:The Business Services Analyst for Contracts and Procurement will work independently as well as in a variety of roles: assemble and coordinate teams of peers, comprising internal and external operations and financial staff, to work on multiple discrete procurement projects; supervise a procurement specialist, and work alongside a peer Building Services Analyst who supervises a financial specialist and whose team will cross train with the procurement teamThe incumbent will
- Lead staff for Division procurement and contract administration and serve as the primary liaison between the operations staff, the FFM Director’s Office, and Finance/Procurement Services; administer the internal solicitation and contract renewals processes; gather requirements, develop scopes of work, and prepare solicitation package for issuance by Finance/Procurement; produce monthly procurement and contract status reports for leadership; proactively monitor contractor performance and/or resolve performance deficiencies and/or non-performance problems as they arise (including contract compliance, billing, and scheduling).
- Oversee the division’s procurement card program, including requests for new accounts, limit lifts, and limit increases (through FFM Director’s Office); documentation collection and review; account allocations; and transaction approvals
- Be the division’s first approver in financial system procurement workflow, reviewing requisitions, purchase orders, and change orders for accuracy and completeness
- Manage division Procurement Specialist: assign and review work; monitor workload; oversee purchase requests to ensure accuracy and timeliness; set goals and write performance evaluations; approve timesheets and leave requests to ensure accuracy and coverage; and conduct progressive discipline if necessary
- Cross-train responsibilities with the division’s Business Services Analyst/Finance and Budget.
Minimum Requirements:
High school diploma or G.E.D. and 4 years of related experience.Preferences:
- Bachelor’s degree in accounting, business administration, public administration, or related field, or equivalent education and experience. The successful applicant will be required to provide documentation of completion of a Bachelor’s degree if using education to meet this requirement. Work experience must be professional in nature in order to be credited.
- Five or more years’ experience as professional staff in local government procurement and contract administration.
- General knowledge of and experience with facilities maintenance and operations.
- 1 to 2 years of direct supervisory experience.

ENTRY SALARY RANGE: $65,910Prince William County Government offers medical plans with corresponding pharmacy and basic vision coverage, as well as dental plans and a separate vision plan.Full-time and part-time Prince William County Government employees are eligible to participate in our plans; however, the level and cost of benefits depends on the classification of the position.
