Job description: This is a leadership/supervisory position responsible for a section of Professional Engineers, Engineering Specialists, Engineer Interns and technical support staff performing the review and analysis of the engineering portion of Environmental Resource Permit (ERP) using accepted hydrologic and surface water hydrology principles in accordance with new or established criteria in a deadline-driven environment.The position will be located in West Palm Beach office. After six months of employment, a partial remote work schedule of 80% office, 20% home may be available.

  • Lead and supervise technical staff in ensuring conformance with the Engineering and Natural Resource Management aspects of Environmental Resource Permits from pre-application meetings through permit issuance.
  • Review of draft work product from staff including Requests for Additional Information (RAIs) and Permits for ERPs.
  • Daily interaction and coordination with direct counterparts and staff members within the environmental resource and water use sections. Involves both internal and external project coordination as well as representing the agency on interagency work groups and task forces.
  • May be required to give public outreach presentations.
  • May be involved in reprioritizing workloads to effectively respond to special requests and/or unplanned situations or evaluating and changing workflows/processes.
  • Will need to promptly reply to meeting requests with the public and/or members of the regulated community ensuring active participation and appropriate representation is offered.
  • Will be expected to build positive working relationships with the regulated community.
  • Leadership effectiveness includes strong knowledge of HR policies/practices.
  • Will need to ensure staff’s performance objectives are clearly established with meaningful criteria which set standards for performance that are aligned to support the section’s work plan and which identify areas of needed improvement.

The position requires knowledge of and experience in the following:

  • The District’s regulatory programs, operations, and planning efforts
  • Permitting programs, criteria, and practices
  • Communicating effectively with engineering professionals, environmental scientists, attorneys, construction professionals, developers, agriculturists, and others involved with the District’s regulatory program.
  • Problem-solving based on comprehensive knowledge of technical and stakeholder issues
  • Hydrology & Hydraulics
  • Groundwater hydrology and groundwater/surface water interactions.
  • Construction methodologies
  • Water quality best management practices
  • Reading and interpreting:

  • Independent judgment to the degree appropriate for the situation.
  • Scheduling and managing time to meet deadlines.
  • Completing projects and performing tasks independently with minimal direction and guidance based on instructions given regarding generally expected results and objectives.
  • Maintaining close communication with the Section Administrator on various issues and matters, including the status of deliverables and assignments.

Employment Guidelines:
Bachelor of Science degree from an ABET/EAC accredited program in Agricultural, Civil, Environmental, or related engineering field, and 10 years of qualifying experience that demonstrates measurable career progression in engineering including at least two years of experience with the ERP program, and four years of increased supervisory accountability. Prior experience analyzing ERP application documentation, preparing staff reports, using regulatory databases, and familiarity with SFWMD business processes is preferred. An equivalent combination of relevant education and experience may be substituted as appropriate.License(s) / Certification(s):

  • Valid State of Florida Driver’s License
  • Registration as a Florida Professional Engineer (P.E.) is required.

Alternatively, candidates with a PE from another state must receive their State of Florida PE through endorsement/reciprocity within six months of employment.Physical Requirements/ Working Environment:

  • Able to lift at least 40 pounds.
  • Both office and field work are required. Field work may be conducted throughout the year including inclement or harsh weather conditions. Field work often includes on and off-road vehicular travel and occasional helicopter surveillance.
  • Due to the District’s response role and in the total scope of emergency management, this position may at times, be required to provide support before, during, and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.
