Job description: SummaryPerforms complex supervisory, managerial, and administrative functions and applies professional skills and knowledge in the planning, organizing, coordinating, directing, and supervising the activities of the Public Works Division. Employee is responsible for daily support of operations of the Solid Waste, Water, Wastewater, Stormwater Operations, Street Maintenance and Traffic Operations Departments. Ensures that short and long term policies are implemented and in compliance with budget and planning documents. Also responsible for planning, directing and reviewing the activities and operations of the Public Works Divisions and CIP development. Work is performed under the general direction of the Director of Public Works through formal/informal discussions, conferences, observations, and analysis of reports and recommendations.Essential Functions
- In collaboration with Public Works Division Director, prepares programs and actions to ensure the City of Lubbock meets compliance requirements for State and Federal programs.
- Provides oversight in the development of standard operating procedures for the Public Works Department.
- Acts as interim Division Director of Public Works in the absence of the Division Director of Public Works.
- Attends City Council workshops and meetings in order to provide staff input to the City Manager, Committee members, and City Council as needed.
- Oversees the collection of municipal solid waste from homes and businesses.
- Act as a project manager/engineer for critical public works projects and initiatives.
- Develop, plan and implement goals and objectives for the assigned divisions, programs and projects for the Public Works Department; recommend and administer policies and procedures.
- Direct, oversee and participate in the development of the work plans; assign work activities for assigned divisions, programs and projects; monitor work flow; review and evaluate work products, methods and procedures.
- Assumes full management responsibility for all department services and activities, including general oversight of the Water, Wastewater, Streets, Traffic, Drainage, and Capital
- Program Divisions; and recommends and administers policies and
- procedures.
- Manages the development and implementation of department goals, objectives, policies, and priorities for each assigned service area; establishes, within City policy, appropriate service and staffing levels; and allocates resources accordingly.
- Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems and internal reporting relationships; identifies opportunities for improvement; and directs the implementation of changes.
- Acts as official departmental representative to other City of Lubbock departments, City Manager’s Office, elected officials and outside agencies; explains, justifies, and defends department programs, policies, and activities; and negotiates and resolves sensitive,
- significant, and controversial issues.
- Selects, motivates, and evaluates department staff; provides or coordinates training and works with employees to correct deficiencies; and implements and administers disciplinary and termination procedures.
- Plans, directs, and coordinates, through subordinate-level staff, the department work plan; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; and reviews and evaluates work methods and procedures.
- Manages and participates in the development and administration of the department budget; estimates funds needed for staffing, equipment, materials, and supplies; directs the monitoring and approval of expenditures; and directs the preparation and implementation of budgetary adjustments as necessary.
- Coordinates departmental activities with those of other departments and outside agencies and organizations; provides staff assistance to the City Manager, Assistant City Managers, and City Council; and prepares and presents staff reports and other necessary communications.
- Responds to and resolves sensitive inquiries and complaints from both internal and external sources.
- Reviews and signs all higher-level department communication, including ordinances and contracts.
- Attends City Council meetings and takes necessary action regarding Council agenda items.
- Reviews all ordinances and contracts; signs approvals and makes recommendations.
- Provides staff support to a variety of boards and commissions; attends and participates in professional group meetings; and stays abreast of new trends and innovations in the field of public works.
- Meets with engineers and contractors to resolve problems and discuss progress on contracted work.
- Perform related duties as directed.
QualificationsBachelor’s Degree in engineering, public administration or business administration or related from an accredited university with an additional ten (10) years of increasingly responsible professional experience in the area of public works, including traffic, capital improvements, streets and drainage, including five (5) years of supervision in public works.Valid Texas Driver’s LicenseKnowledge and AbilitiesKnowledge of:
- Public Works operations
- Financial budgets
- Local, State, and Federal regulations related to Public Works
